When Will Medicaid Pay for a Nursing Home or Assisted Living?

If you are over 55 and receive long-term care through Medicaid, or if you are permanently institutionalized before you turn 55, your state’s Medicaid program will have a claim against your estate after your death for the amount that the state spent on your care while you were receiving Medicaid. This is called Medicaid estate recovery. However, the state will not try to recover from your estate until after you spouse dies and only if you have not left any minor or disabled children. Some states, including California, can also recover the cost of Medicaid services other than long-term care services — as long as they were incurred after you turned 55.

The Arkansas Department of Human Services (DHS), Division of Medical Services (DMS) is providing public notice of its intent to submit to the Centers of Medicare and Medicaid Services (CMS) a written application for extension and amendment of the 1115 Demonstration waiver for the Health Care Independence Program and to hold public hearings to receive comments on the extension application to the Demonstration Waiver. The State anticipates submitting an application to amend the Demonstration in fall of 2016 to replace the Health Care Independence Program implemented under the current 1115 waiver authority with Arkansas Works, a program reflecting the features now under consideration by the Governor, the Arkansas Legislative Task Force on Healthcare Reform, and the Arkansas Legislature.

For all others, the standard Medicare Part B monthly premium will be $110.50 in 2016, which is a 15% increase over the 2009 premium.  The Medicare Part B premium is increasing in 2016 due to possible increases in Part B costs.  If your income is above $85,000 (single) or $170,000 (married couple), then your Medicare Part B premium may be higher than $110.50 per month.  For additional details, see the FAQ titled: "2016 Part B Premium Amounts for Persons with Higher Income Levels".

Getting and Replacing Your Medicare Card

If you are almost 65 and not yet receiving retirement benefits: It is important to note that not all beneficiaries are automatically enrolled in Medicare. If you are not yet receiving retirement benefits, and close to turning 65, you will need to enroll in Medicare Part A and/or Medicare Part B during your Initial Enrollment Period (IEP), which begins three months before you turn 65 and lasts seven months. You can apply for Medicare Part A and/or Part B through Social Security (if you worked for a railroad, you need to apply through the Railroad Retirement Board). The start of your coverage will depend on which month you sign up during your IEP, and you should receive your Medicare card within 30 days of being approved.
