Or, to paraphrase various wingnut emails I’ve received, perhaps this old timer ought to get a job instead of freeloading off the system. I mean, why should I pay taxes to finance this guy who refuses to work? Of course the realistic answer is that healthy Americans of any age who aren’t spending thousands of dollars a month on gouged health care premiums tend to strengthen both our communities and our broader economy — including my best interests as well. Rising tides, lifting boats and all that. Another argument I’ve heard, by the way, is that seniors and veterans have earned their socialist health care. To which I usually respond: I see. So socialized health care is a reward for a job well done? Can I quote you?

Medicare Advantage Plan Star Ratings and Bonus Payments in 2012

To encourage Medicare Advantage plans to provide quality care, the 2010 health reform law authorized Medicare to pay plans bonuses beginning in 2012 if they receive four or five stars on the program’s five-star quality rating system, or are unrated. Building on that provision, the Centers for Medicare and Medicaid Services subsequently launched a demonstration that allowed more plans to receive bonuses and increased the size of the bonuses to encourage plans to maintain or improve their rating.

Health Reform Implementation Timeline

Implementation update: On July 19, 2010, the Office of Consumer Information and Insurance Oversight (OCIIO) issued regulations on the new preventive benefits coverage requirements. These rules apply to new plans established on or after September 23, 2010. On August 1, 2010, the U.S. Preventative Services Task Force released its recommendations. On July 19, 2011, the Institute of Medicine released a report that recommended several women’s preventive services that should be included in health plans with no cost-sharing. On August 1, 2011, HHS issued interim final regulations on preventive services, including requirements that insurers cover birth control with no cost-sharing. On August 3, 2011, HHS issued an amendment to the final regulations. On February 15, 2012, HHS issued final rules “authorizing the exemption of group health plans and group health insurance coverage sponsored by certain religious employers from having to cover certain preventive health services.” Also on February 15, 2012, HHS issued an issue brief estimating that 54 million Americans had received preventive benefits without cost-sharing. On August 1, 2012, HHS began requiring most new and renewing health plans to provide women’s preventive health services, including contraception, with no cost-sharing. HHS issued a brief estimating that 47 million women will receive coverage for these services without cost sharing.”

When you are first going on Medicare, you get inundated with enormous amounts of information – through the mail, on the phone, by email – everyone wants to be your friend when you turn 65! While there is some good information out there, it is easy to allow the clutter to overwhelm you or “turn you off” to the process. With the standardization of plan coverage, as well as the fact that all plans can be used at any doctor that takes Medicare nationwide, and all claims are paid through the standardized Medicare “crossover” system, there are not that many variables to consider when comparing companies. The main things that you should compare are Medicare Supplement rates and company ratings. You can do these one of two ways – you can either call the companies themselves to obtain the rates (or more likely set meetings to get the rates – which some companies require) or you can obtain them in a centralized place through a broker. Whether it is us or someone else, we would certainly recommend comparing rates via a broker/agency. By doing so, you can get a centralized comparison of plan options in an unbiased way at no cost or obligation. Either way you do it, the most important thing to do is base your decision on the two factors that vary – monthly premium and company rating.

The Success of Medicare Advantage Plans: What Seniors Should Know

Government payments should encourage beneficiary savings. Ideally, beneficiaries should be able to secure the full savings of any choices that they make, which means that they would be able to pocket 100 percent of the dif­ference between the government contribution and the price of a lower-cost health plan. Under Medicare Advantage, the beneficiaries can secure only 75 percent of the savings from choosing a plan that offers a product at a price below the Medicare benchmark. Under the FEHBP formula, the government contribution for federal employees and retirees is limited to 75 percent of the premium cost of any compet­ing health plan, upto the capped amount. Incidentally, the FEHBP’s own payment for­mula could be improved. If the government contribution in that program were permitted to reach 100 percent of the capped amount, it would encourage federal employees to choose less expensive plans, gaining savings for them­selves as well as for taxpayers. Such an arrangement should be provided to future Medicare beneficiaries in any new premium support system.
